New for 2027: Required Before You Can Sit for the NCLEX
Under CS/SB 340 (Chapter 2026-82), anyone applying for Florida licensure by examination as an RN or LPN on or after July 1, 2027 must have completed a 2-hour course on human trafficking to be eligible to sit for the NCLEX.
The law adds this to s. 464.008, F.S., and requires the course to include the content required for the human trafficking continuing education course under s. 464.013(3)(c), F.S. This course is built to that content standard.
The requirement applies to all applicants for Florida licensure by examination, including graduates of out-of-state programs and internationally educated nurses — not only graduates of Florida nursing programs.
Note on documentation: if you are not yet licensed, you will not have a CE Broker account and completion cannot be reported to a license that does not exist. Is this course required for Florida nursing license renewal?
Yes. Section 464.013, F.S. requires all Florida LPNs, RNs, and APRNs to complete a 2-hour human trafficking continuing education course at every biennial renewal. This course satisfies that requirement.
Does this course meet the new requirement for initial licensure under SB 340?
CS/SB 340 requires the prelicensure course to include the content required for the human trafficking continuing education course under s. 464.013(3)(c), F.S. This course is built to that content standard. The enacted law sets a content requirement rather than a separate Board approval requirement.
When does the initial licensure requirement start — January or July 2027?
July 1, 2027. The requirement applies to applications to take the NCLEX filed on or after that date. A January 1, 2027 date appears in some summaries; that came from HB 303, which did not become law. The act itself took effect July 1, 2026, which is a separate date from when the requirement applies to applicants.
I am not licensed yet. Can I take this course?
Yes. You do not need a Florida license to enroll. Because you are not yet licensed, completion cannot be reported to CE Broker — download and keep your certificate of completion, which is the document that supports your licensure application.
If I complete this before licensure, do I still need it at renewal?
Yes. The prelicensure course does not exempt you from the biennial renewal requirement under s. 464.013, F.S. It is the first instance of a recurring obligation, not a one-time substitute.
I graduated from an out-of-state program. Does the requirement apply to me?
If you are applying for Florida licensure by examination on or after July 1, 2027, yes. The requirement sits in s. 464.008, F.S., which governs licensure by examination, and attaches to the application rather than to where you studied.
Could this be the only CE I need for renewal?
For some nurses, yes. Florida nurses who hold a qualifying national nursing specialty certification may be eligible for the Certified Nurse CE Exemption, which can substantially reduce remaining CE. Review the exemption criteria to see whether you qualify.
Will my completion be reported to CE Broker?
For licensed Florida nurses, yes — we report completions to CE Broker within 24 hours, with no additional steps on your part.
